What action movie is this?

Hi. Just wanna know if anyone has a clue about what action movie this is. It has a shootout scene wherein a group of heavily armed guys attack the hideout of what seems to be a gangster (most of them are blacks). The area is full of nude women (prostitutes, I think), and there is a scene wherein a naked woman and guy (both are white) who were apparently having sex hurry out of the shower room because they hear the firing of guns. The guy, who is just wearing a towel, is shot and is thrown out of the window of the building. The woman, whose breasts are exposed, is also killed. I can't remember who the actors are, but the film is American and I don't think it's a popular film. I saw the film sometime in 2000 or 2001, but I'm not sure of the exact year it was made.
